Tax collections down in Bula from last year

ASHTABULA — City Council’s Monday night work session was flushed with excitement.
City Auditor Michael Zullo opened discussion on his proposed 2010 budget by saying the city is $440,999 behind in income tax collection from last year at this time.
Businesses are cutting salaries, laying off employees or closing their doors, he said.
Consequently, while Zullo dsif worked on the city’s $22.6 million budget for 2010, he was very prudent. He said he doesn’t know where the city is going to get any more money.
City Manager Anthony Cantagallo said the city can’t go to the taxpayers.
“We have to be inventive on how to generate income,” Cantagallo said. “There are three places to make money: Sanitation, wastewater treatment plant and joint economic development districts.”
Cantagallo introduced a new way to make money at the city’s wastewater treatment plant.
That’s when he introduced Michael Mearnini, superintendent of the Division of Water Pollution Control at the wastewater treatment plant.
Mearnini spoke passionately for several minutes about a process that could be done at the wastewater treatment plant involving salt water.
Everyone was quite impressed with Mearnini’s knowledge and after he spoke, Cantagallo joked there would be a chemistry test following the meeting.
Zullo said the Ohio Environmental Protective Agency would be leery of the city doing this. Mearnini said it could be done and be done right.
As for the city’s budget, the sanitation department is ending the year in the best shape — $190,000 in the black.
“That’s up from $16,000 at the start of the year,” said Dom Iarocci, superintendent of public services. “We’re bringing a guy back from layoff, too.”
