City Manager Cichon fired

Council gives no reason for its decision

At a special meeting of the Jasper City Council called by Council Chairwoman Kathy Avriett to discuss City Manager Kent Cichon's employment status, Cichon was fired by a four to one vote Monday. District 1 Councilwoman Karen Bristol cast the only "no" vote.

At the start of the meeting, Cichon asked to say the opening prayer, which he read. At the close of his prayer, Mayor Ann Lessman objected.

"I am sorry but a prayer comes from your heart," she said. "You do not pray from a written statement, and I apologize but that is belittling our father."

Councilwoman Elaine Rozier then added, "And I would like for us to continue with our prayer, with another prayer if you would join me please."

She then gave a second prayer.

Rozier then opened the floor to citizen comments. Ten residents took the floor.

Two spoke against Cichon and eight spoke in favor of his being retained. Among those in favor of Cichon being retained as city manger were Sarah Higgenbotham, Joy Howell, Robert Daniels, Jerry Helliston, Mrs. N. Lombard, Robert Clark, Pat Oehlert and Nan Cozart. The two who spoke in favor of his termination were Scott Hughes and Laverne Grantham.

Two of the eight speaking on Cichon's behalf called for the resignation of Avriett, as did several others seated in the audience who did not take the floor to go on record.

Several citizens asked what prompted the meeting.

"I think we need to be told the exact reasons," said Cozart. "Give us the specifics. Is this a personal vendetta or was there just cause?"

City Attorney Blair Payne noted that under Cichon's employment contract, no reasons were required for termination.

Immediately following the vote to dismiss Cichon, council members approved a resolution making the dismissal final and providing Cichon 16 weeks' severance pay. The council further voted to give Cichon one hour to remove his personal belongings from City Hall and from his assigned city vehicle.

Police Chief J. McGuire was appointed by the council as interim city manager and was asked to appoint an interim police chief as his first official duty. McGuire said the appointment would be forthcoming.
