Bowers turns down plea bargain

By Jim Lisk, Editor

Sunday, November 8, 2009 After successfully running a theft ring from Stanly County for more than two years, Michael Chad Bowers, 30, of 38852 Tower Road, Albemarle will get his day in court on Tuesday. Bowers will face a jury in Federal Court in Winston-Salem following his choice to not to take a plea bargain, according to Stanly County Sheriff Rick Burris.

Bowers was the theft ring’s leader. He and eight others were indicted on July 27, 2009 in US District Court for the Middle District of North Carolina on violations of federal firearms and conspiracy laws. The indictment came after extensive, collaborative efforts of officers of the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) and 10 sheriff’s offices across the Middle District of North Carolina.

Most ring members were multi-convicted felons that targeted homes in Stanly, Cabarrus, Anson, Rowan, Montgomery, Moore, Randolph, Davidson, Mecklenburg and Union counties in North Carolina and York and Marlboro counties in South Carolina. The ring is charged with hundreds of burglaries that took close to $800,000 in stolen goods, including more than 125 firearms.

The ring used physical surveillance to identify easy home targets. Bowers directed the members in teams and told them what to steal. The stolen goods were then returned to Stanly County. When law enforcement agents executed search warrants, stolen goods were recovered at Bowers’ home on Tower Road, at a rental storage facility in western Stanly and at a site on Moose Street in Albemarle.

In the indictment, six co-conspirators — Bowers, Jaymes Dean Goss Hartis, Tommy lee Lilly, Jason Michael Ridenhour, Jason Dennis Braley and Justin Mathew Rhodes — were named as the perpetrators of the thefts. The indictment stated that the others gave Bowers the stolen goods in return for cash.

In addition, the indictment stated that Stallings Salvage in Albemarle was used as a selling point for stolen firearms by co-conspirators Billy Eugene Talbert II and Gary Winston Sells, who sold the weapons to various individuals in Stanly County.

Tammy Omega Tyner was named as a co-conspirator for locating and securing the rented storage unit in western Stanly County.

On Wednesday afternoon, Sheriff Burris advised that the other co-conspirators in the case had accepted plea bargains and would testify against Bowers in Federal Court.
