DSS taking applications for low income energy assistance

Sunday, November 8, 2009 — On Nov. 2, the Stanly County Department of Social Services began taking applications for the Low Income Energy Assistance Program (LIEAP).

Applications will be accepted through Nov. 13 at the Stanly County Department of Social Services, 1000 N. First St., Suite 2, Albemarle.

Applications will be taken Monday through Friday, 8:30 a.m.-noon and 1:30-5 p.m. Nov. 2-13, with the exception of Nov. 11 which is a holiday.

Elderly or handicapped individuals may send a representative to apply for them or call to make other arrangements.

This program is open to recipient and non-recipient food stamp households.

Some food stamp recipient households who were active food stamp recipients at the end of the day on Sept. 30, will receive a notice from the State Office that they are automatically eligible and will be sent a check in February 2010.

Other active food stamp households who do not meet the criteria for an automatic check will receive a notice telling them that they have been denied from receiving an automatic check and must apply in person at the Stanly County Department of Social Services.

A one-time payment will be made in February 2010 after all applications have been received and eligibility has been determined.

As in previous years, payment amounts will vary based on household size, income, fuel type and heating regions.

The lowest income households living in the coldest region of the state and using the most expensive type of fuel will receive the highest payments.

Households eligible for this assistance must be responsible for a heating expense.

Applicants may also be eligible if their heating bills are included as part of their rental payment.

Households that live in public housing or receive a utility allowance for the HUD Section 8 Program or FHA may be eligible if their utility allowance does not cover all of their heating bills.

Households in public housing must provide proof that they have paid excess utilities within the past 12 months at the same address.

Eligible households must have total countable income at or below 110 percent of the current non-farm poverty level.

Households that have working members may deduct child care costs from their earned income.

In addition to these income limits, there is also a limit on a household’s financial assets.

Assets, which will not be counted, include household or personal belongings, car, home, loans, insurance and value of prepaid burial plots and money in a checking account to meet monthly needs.
